How do I get upgrades passed the workshop?

  For some reason I am unable to get upgrades passed the workshop, how do I get the more advanced ones?

  I just read in the help section that scanning in unpopulated areas yields better resources than in crowded cities. But idk yet. That's just what I read.

  For me it seems that way. When I scan in the city near the other 3 ppl here I get alot of bs but farther away seems to have better yields (c4 and more upgrades in general) could be chance but I can definitly see that being the case
