  Yes, you have to be within the acquisition zone/circle of the target base. Watch the tutorial or read the help page. This is very basic.

  This is also very difficult to intuit from using the app or reading the help files.

  Do I need to worry about bases with a much bigger radius suddenly appearing in the middle of some of my own clusters?
