  Does anyone know how to permanently increase the dispute skill? I have more disputes than many people I've seen, yet my skill won't increase. I got it up to 8 at one point, then it went back down to 0. Why?

  I heard it goes down if you attack weaker people

  Looks to me like it goes down if you are attacked and lose, also.
