  Actually applies here as in Turf Wars! If you stay at level 13 and do only tier 2 scans and spend all of your skill points (and Tib collected from driving/hopping/Tapjoy) on stamina, you'll get lots of Vehicle Depots and you'll go FAR. Save those depots until you have thousands, then level up to get the DCs and warehouses later.
