  I have plenty of cash but for some of the weapons I'm not able to click the plus sign. (Thus I can't but the weapon). I'm guessing it may have to do with being a certain level, but I don't see any level requirements on the weapons.

  It may be a level requirement or it a loot weapon (it will be in yellow if its loot) which we haven't worked out how to get yet

  If you scan on tier 3 you have a small chance of getting one. I got a carbine but sold it because I have better
