  How on earth do you get building upgrade and Lvl up faster?

  Keep running missions to level up, then invest the skill points to boost your stamina.

  Don't put any of your skill points into the bottom 4 stats, only put them into your energy and stamina skills.

  I have I have resources but it won't let me get base upgrades, idk if you need something else or if it's a bug but someone please help?

  Nnaiman, you need to go into the turf map. Click the radar button, then click in the blue area near one of your bases. You will get resources and upgrades from this.
