  Nothing concrete, but my guess is you have to be a certain level just like in turf wars.

  Possible but I don't even see any loot missions yet. If there even is any.

  Maybe you get them from tier 3 scans, or maybe not.

  Tier 1 gives you basic base upgrades and stuff like energy drinks. Tier 2 gives you more advanced base upgrades. I don't know about Tier 3 yet, I haven't done it.

  Tier 3 (10 stamina per scan)

  I'm guessing the higher the tier, the higher the "loot" & maybe special weapons(? ) .
