  I can't seem to get any armories by scanning. When I level up will there be better upgrades for getting agents? Right now all I am getting is retail spaces, command centers, and workshops.

  Yeah you'll get provate securities eventually which are 2 agents each, and after that its agent recruiting center that give 3 each

  You need to do tier 3 scans.
