Why can't I upgrade?

  I made one upgrade on a turf but can't seem to upgrade that turf more or any of my others even once! I'm level 10 or 11 currently, what gives?!?

  The game doesn't like you. It's never gonna let you upgrade your turfs. Give up

  You need to scan for the upgrades ( basically find them) before you can equip them. It appears that each turf can only have a max of 4 upgrades but some upgrades such as armouries lose you money but give you henchmen
