  What's the difference between special items and special upgrades for scan bonuses?

  Special items are things like Stim Pills. Special upgrades are Warehouses and Vehicle Depots.

  Portals are also in Special Upgrades.

  Upgrades are things you use on bases, and Items are things you use on yourself or someone else (like C4).
